As part of the SHRP2 Tuesdays Webinar Series, TRB conducted a webinar on February 18, 2014, from 2:00pm – 4:00pm ET that explored the SHRP 2 projects
L03, L33, and
L07, which address non-recurring congestion through analysis and review of geometric design features in roadways and the use of travel time reliability prediction models for urban freeways. This webinar displayed how this research developed technical relationships between reliability improvement strategies and reliability performance metrics, and identified roadway design features that improve travel time reliability.
With the guidance and models from L03, analysts can conduct different types of planning, carry out evaluations of operations, and assess corresponding expenditures. The L03 research defines reliability, presents recommended reliability measures derived from travel time distributions, presents the causes of congestion, explains how to build a data base for estimating prediction models, conducts before and after studies of operations and capacity improvements, and develops two sets of prediction models based on empirical data from numerous metropolitan areas. The L03 models are in the process of being validated and this webinar will touch on the approach to validation.
With L07 tools and research, design engineers can better determine which design options contribute to improved traffic operations through actions that can mitigate the effects of crashes, work zones, and bad weather. The L07 research provides a
design guide, consisting of a compendium of design treatments likely to affect non-recurring congestion plus an
Excel-based tool that designers can use to evaluate the effects of such treatments on delay, safety, travel time reliability, and lifecycle benefits and costs. This design tool is based partly on a travel time distribution constructed from the L03 models. Reliability metrics are derived from this travel time distribution.
