As part of the SHRP2 Tuesdays Webinar Series, TRB conducted a webinar on November 5, 2013 from 2:00 p.m.- 3:30 p.m. ET that explored the project,
Incorporation of Travel Time Reliability into the Highway Capacity Manual (HCM) (L08), which will offer agencies a new generation of analytic methods for conducting capacity and related analysis.

This project developed new analytical procedures and prepared chapters about freeway facilities and urban streets for potential incorporation of travel-time reliability into the HCM. The methods are embodied in two computational engines, and a final report documents the research.
The intended audience for this webinar is federal, state, and local agencies involved in project design, planning, preliminary engineering, and systems operations and management, specifically state departments of transportation (DOTs), and metropolitan planning organizations (MPOs). Within DOTs and MPOs, this webinar would be useful to planning and project design teams; operations system management personnel; metropolitan planners; and traffic engineers who have backgrounds in systems operations and management.

- Part 1: Brief overview of SHRP 2 mission, objectives of the Reliability focus area and related SHRP 2 research
- Part 2: FHWA's perspective regarding incorporation of the newly proposed analytical methods into the HCM and federal implementation efforts supporting this project
- Part 3: Project team introduces the concepts, training materials, and experience gained from developing the new software and analytic methods proposed for the HCM updates
- Part 4: Question and answer session
The first 60 minutes of the webinar was for presentations and the final 30 minutes was reserved for audience questions.
Learning Objectives:
- Learn how data and information on the impacts of differing causes of nonrecurrent congestion (incidents, weather, work zones, special events, etc.) can be incorporated into the performance measure estimation procedures contained in the HCM
- Understand how to predict delay, speed, and queuing that is sensitive to traffic management techniques and other operational and design measures
- Become familiar with how to predict travel time reliability on freeway and urban street facilities
- Learn how to address freeway and urban streets in a corridor context
- Gain knowledge about the proposed updates to the HCM that were developed in this project
