NCHRP Implementation Support Program
What is NCHRP?
The National Cooperative Highway Research Program (NCHRP) is an applied research program administered by
the Transportation Research Board, which is a program unit of the National Academies of Sciences,
Engineering, and Medicine. NCHRP is a practical, applied research program that produces implementable
products addressing the day-to-day problems faced by transportation practitioners and managers.
Benefits of Implementation
The benefits of NCHRP research begin when it is implemented by state DOTs and other agencies.
Implementation of research products must be considered throughout the process, from problem statement
development to research contract award to beyond completion of the work.
NCHRP Active Implementation
NCHRP uses a systematic active implementation approach built on a set of solid frameworks, dedicated
funding and expertise, and an implementation team. NCHRP active implementation uses implementation
science to evaluate and respond to the factors that influence the full and effective use of research
products in practice.

Technology Transfer
Technology transfer is a communications process through which the results of scientific research are put
into use; it often includes implementation strategies and activities.
These implementation strategies are the foundation of Moving Research into Practice and will be led by
the implementation team. These activities can be funded in three different ways:
- By building implementation activities into the scope of work of the original NCHRP project,
- By submitting a request to the NCHRP 20-44 Implementation Support Program, and
- By submitting a continuation request for the next round of NCHRP solicitation.

NCHRP Active Implementation - Moving Research Into Practice
How it works
Applications are reviewed by the NCHRP 20-44 Panel, members of which are selected from industry, academia,
and state and federal transportation agencies to serve as experts on implementation of research. The Panel
recognizes that each application is unique, and requires that applications present clear, concise
information written in a way that will enable the Panel to make an informed judgement on the application’s
merits.
In general, the Panel will look at how best applications address the following:
Impact: The expected benefits of implementing the research results to transportation
agencies.
Feasibility: The planned implementation activities planned and an appropriate budget.
Partnerships: Lead state and other participating organizations or agencies, and what
they would potentially contribute.
Scalability: How the proposed activities will facilitate the implementation of the
research results.
The process
The process for the Program broadly follows the 4 major stages above. However, on a case-by-case basis,
certain sub-steps of the process may be reduced or eliminated.
