TRB Volunteer Profile: Edgardo D. Block
Edgardo D. Block, transportation supervising engineer at the Connecticut Department of Transportation (DOT), is a featured volunteer in the
TR News. At Connecticut DOT, Mr. Block leads the Performance Management and Research Unit, and has a long-standing involvement in the pavements area. He where he has been instrumental in implementing a pavement preservation program. He also focuses on the agency's move toward a performance-management approach to managing infrastructure and in leading its research program.
In his role at Connecticut DOT, Mr. Block has submitted performance measures for state highway network pavement conditions to the state legislature; developed a strategic plan for his unit; and initiated business process redesign efforts for activities related to pavements, pavement investments, and related IT projects. He also teaches at Central Connecticut State University, and has previously worked for a private toll authority in Argentina.
At TRB, Mr. Block serves as chair of an NCHRP project on measuring characteristics of pavement surface images. He also is a member of two pavement standing committees and serves on two additional NCHRP project panels.
