Prebid Webinar for SHRP 2 Project L38: Pilot Testing of SHRP 2 Reliability Analytical Products

On September 11, SHRP 2 announced an RFP for Project L38: Pilot Testing
of SHRP 2 Reliability Analytical Products. This project will involve
pilot testing of five analytical products by public agencies and
partners. Information about the analytical products is posted on a SHRP 2
web page.
We continue to add information to this page, so please keep checking
it. On September 13, SHRP 2 held a prebid webinar to answer questions
about the RFP. Members of the Expert Task Group who wrote the RFP and
the contractors who developed the products were available to answer
questions. A recording of the webinar is available. The recording works best in Windows Media Player; a codec is required to play it. The presentations are available in a PDF.
Prebid Webinar: SHRP 2 Implementation Support Contracts

On August 21, SHRP 2 released three RFPs—C55 (Capacity Implementation
Support), L55 (Reliability Implementation Support), and R55 (Renewal
Implementation Support)—which are available on the following page.
This webinar provided information, which will be useful for submitting
proposals, to potential proposers for the three implementation support
contracts, and it provided an opportunity for potential proposers to

On March 20, SHRP 2 released RFPs for projects L32-B and L32-C. This
webinar provided detailed descriptions of the objectives and
deliverables that are required to complete both projects.
Project L32-B has two objectives: (1) Develop and implement an
e-learning system for traffic incident responders and managers, which
will be in a modular format similar to the modular training units used
in the classroom version as developed in project L12 and further refined
in project L32-A; and (2) explore and add other suitable and
appropriate modules above and beyond the modular units currently used in
projects L12 and L32-A. The L32-B contractor will work with the TETG to
determine the types and extent of such additional components.
The objective of L32-C is to develop a web tool that agencies can use to
ensure student achievement of the traffic incident management (TIM)
training learning objectives developed in project L12 and to identify
steps that agencies can take to meet their goals for incident response.
The tool will have two components. The first is an assessment tool that
trainers can use to assess the effectiveness of the SHRP 2 TIM training
materials in helping students achieve the learning objectives of the
curriculum. The second will identify resources or equipment that TIM
responders and managers might need to achieve the goals of successful
TIM practices as presented in the SHRP 2 TIM training material and
curriculum.
This webinar provided an opportunity for prospective bidders to discuss
the desired outcomes of and ask questions about projects L32-B and
L32-C. The slides are

Pre-Bid Webinar for RFP L34: E-Tool for Business Processes to Improve Travel Time Reliability

On March 20, SHRP 2 released an RFP for project L34: E-Tool for Business
Processes to Improve Travel Time Reliability. The primary objective of
this project is to develop and pilot test an e-tool for business
processes to improve travel time reliability. This webinar provided
detailed descriptions of the objectives and deliverables that are
required to develop and pilot test an e-tool for evaluating existing and
proposed business processes to improve travel time reliability. The
recently completed Reliability Project L01, Integrating Business
Processes to Improve Travel Time Reliability, will be the basis for
developing the web tool. Project L01 produced two reports: (1) a report
that describes the relationship of highway operations business processes
to travel time reliability using case study narratives and analysis and
(2) a guidance document that enables transportation agencies to
reengineer their day-to-day business practices to improve traffic
operations, address nonrecurring traffic congestion, and improve the
reliability of travel times delivered to roadway system users.
This webinar provided an opportunity for prospective bidders to discuss

Recorded TRB Webinar: Institutional Architectures to Advance Systems Operations and Management

TRB conducted a web briefing, or “webinar,” on October 13, 2010, that
explored a project developed within the Reliability focus area of TRB's
second Strategic Highway Research Program (SHRP 2). SHRP 2 created an
institutional maturity framework and refined it in follow-up activities.
It’s a tool that you can use to conduct a self-assessment of your
current organizational features to achieve effective systems operations
and management. In addition, this framework allows you to identify all
the elements that you must have in place to continually improve your
activities one level at a time. This framework applies to both an
organization and its relationships with other organizations, public and
private; and it can be used by any organization that is responsible for

Recorded TRB Webinar: Predicting Travel-Time Reliability: Methods and Implications for Practice

TRB conducted a web briefing or “webinar” on Tuesday, August 17, 2010
that explored research and practical methods that can be used in
predicting highway travel time. The research was part of a SHRP 2
project that developed methods to characterize highway reliability
patterns, various reliability-related performance measures, and ways to
conduct before-and-after studies when strategies are applied to improve
reliability and reduce congestion. The presenter provided an overview of
a statistically-based model that can predict the changes in reliability
