TRB’s second Strategic Highway Research Program (SHRP 2) Reliability Project S2-L05-RR-2: Guide to Incorporating Reliability Performance Measures into the Transportation Planning and Programming Processes is designed to help planning, programming, and operations managers to apply the concept of travel-time reliability to balance investment in programs and projects.
The Guide is designed to accompany the
Technical Reference, which provides a “how-to” guide for technical staff to select and calculate the appropriate performance measures to support the development of key planning products. A
Final Report summarizes the research that was conducted as part of this project.
SHRP 2 Reliability Project L05 has developed a series of
case studies that highlight examples of agencies that have incorporated reliability into their transportation planning processes as well as
three reliability assessment spreadsheet tools related to the case studies.
