TRB conducted a webinar on October 10, 2013 from 2:00 p.m.- 3:30 p.m. ET that featured research conducted by TRB’s Airport Cooperative Research Program (ACRP) about decision-making processes and tools for evaluating options for airport improvement projects, as well as assessment techniques for conducting benefit-costs analyses.

The airline industry continually strives to achieve greater efficiencies and lower costs while also making improvements to facilities that may be nearing the end of their design lives or are becoming functionally obsolete. Effective capital planning is therefore needed. The presentations in this webinar will provide information to assist industry decision-makers with airport improvement projects and will highlight the following ACRP reports that address these issues:
Joseph Chang and Jeff Schultess, Ricondo & Associates, will present
ACRP Report 68: Guidebook for Evaluating Terminal Renewal Versus Replacement Options. Joe and Jeff will present a decision-making process and associated tools that can be used by airport operators, airlines, and consultants in evaluating options to renovate existing terminal facilities or replace them with new facilities. The guidebook promotes a sequential four-step process wherein the need for terminal redevelopment is determined, options are developed, evaluations are performed, and recommendations are documented. The process is repeatable and scalable to airports of different sizes.
Lois Kramer, KRAMER aerotek inc., will present
ACRP Synthesis 25: Strategies for Reuse of Underutilized or Vacant Airport Facilities. Lois will present an overview of the issues surrounding reuse of aeronautical facilities. The report includes a broad examination of reuse situations that address interim and long-term solutions to reuse, the decision process to maintain or demolish a structure, environmental and regulatory issues, success stories, and obstacles to effective reuse.
Steve Landau and Glen Weisbrod, Economic Development Research Group, Inc., will present
ACRP Synthesis 13: Effective Practices for Preparing Airport Improvement Program Benefit –Cost Analysis. Steve and Glen will describe successful assessment techniques that can be used by airports in performing benefit-cost analyses (BCAs) for hard-to-quantify benefits from projects needing more than $5 million in airport improvement program (AIP) discretionary funding. The synthesis includes a literature review, review of BCAs submitted to the Federal Aviation Administration for AIP funding, and an evaluation and summary of successful practices.
